Minority Accuses Finance Minister of Manipulating Revenue Figures by GH¢2bn The Minority in Parliament has accused the Finance Minister of presenting misleading fiscal figures in the 2026 mid-year budget presentation, alleging that the government adjusted its half-year revenue target by GH¢2 billion to create the impression that it had.
Met its target. Ranking Member on Parliament’s Finance Committee, Dr. Mohammed Amin Adam, raised the allegations during a press conference in Parliament following the mid-year budget presentation on Thursday. According to Dr.
Amin Adam, the half-year revenue target presented by the Finance Minister in the mid-year budget differs from the figure contained in the government’s original 2026 Budget Statement. He claimed that the difference amounts to GH¢2 billion and argued that the revised figure made the government’s revenue performance appear stronger than it.
Actually was. “The minister is short of that target by GHC2 billion. He brought a wrong figure to Parliament and that is why we think that it is criminal, he is misinforming the people of Ghana, he is manipulating the data to look good,” the Minority claimed. Dr.
Amin Adam, who is also the Member of Parliament for Karaga, urged Ghanaians to compare the half-year programme revenue figure in the 2026 Budget Statement with the figure presented in the mid-year budget. He alleged that the government had deliberately reduced the revenue target by GH¢2 billion in order to claim that it had achieved its.
Target. “Whereas the fact if you want go and see the 2026 Budget statement and look at half-year programme revenue and come and look at what he just presented today, you will see that he has reduced that revenue by GHC2 billion so that he can tell Ghanaians that he has achieved the target,” Dr. Amin Adam said.
The Minority maintained that the government’s revenue performance remains below expectations. “Revenue is not coming, they are not doing well and not efficient,” Dr. Amin Adam added. The allegations represent the Minority’s assessment of the figures contained in the 2026 Budget Statement and the government’s mid-year budget presentation.
