Accra, March 2026-A prominent policy expert has rejected proposals to make Ghana’s Controller an independent institution, arguing that the position should remain under the oversight of the Ministry of Finance to ensure efficiency, accountability, and coherence in public financial management.
The expert, speaking during a recent policy forum, noted that detaching the Controller from the Ministry could fragment financial oversight and weaken coordination between revenue collection, expenditure monitoring, and fiscal policy implementation.
“Ghana’s financial management system works best when the Controller operates within the Ministry of Finance, where policy and execution are aligned,” the expert stated.
Concerns have been raised that an independent Controller could create overlapping authorities and bureaucratic inefficiencies, potentially undermining the country’s efforts to strengthen transparency and fiscal discipline.
